Let the needle dangle..

Use the needle as an anchor or weight and drop it through the top
of the head, (you can drop it through the neck if your doll has a domed
head). Drop it down through the eye cavity.

Take hold of the elastic threads. There should be two strands on each
side of the eye.

Pull the thread around the back of the doll's head letting it rest on
the ears.
